The size of header images which can be used in themes which allow such seems to be "height: 192px; width: 740px; "
http://codex.wordpress.org/Designing_Headers#Changing_the_Header_Image

Here's one example, http://13c4.wordpress.com/

I had to construct this by using Word (or similar) to format the text with inserted image. Then I took a screenshot and resized it. I saved it locally and uploaded it under the presentation options. Complicated but it gave me enough white space for the text to show on top of the image. Wordpress.com will shortly have themes modified to accept header modifications (like Fauna does).

For Regulus theme, the header image restriction is 730 pixels wide by 140 pixels high
