Since I just ran across the actual name for the Microsoft toy, I thought I’d list some suggested programs to enable you to re-size your photos for the web.
Quick but works. Also acts as a previewer for your files on the disk.
Microsoft’s Image Resizer
This PowerToy enables you to resize one or many image files with a right-click.

IrfanView, also easy to use but does a bit more

Also, both ImageShack and Flickr will automatically resize files if you host your stuff there and link in your blog.

By the way, I don’t recommend or suggest Picnik. I was asking about online editing programs on my blog. I haven’t tried any yet. I use PaintShopPro for all my serious graphic work, including resizing. But it doesn’t “travel well”.
For those times when I’m not at my computer. So this is a great list.

Thanks for correcting that, Lorelle.
I like PaintShop Pro, too, but I don’t often need to use it (also, I’m no expert in it so my photos often have all sorts of unintended effects).
ImageResizer PowerToy (ver 7) is only available for Windows XP, doesn’t seem to affect my system, and is 521 kb with installer. I don’t know its actual footprint.
