I forgot exactly how I got to this site, but it was immediately through “Public Geek” job title. The guidelines are for list-servs participants but I think would be useful for blogging communities, especially the edublogses. They also have a “posting policy”.

Fortunately, web logs are not the be-all and end-all of the Internet. List-servs (e-zines, E-mail lists) are great and better than RSS feeds for many things. The Internet Scout Report is an excellent example.
